it is 'RECYCLE.BIN' not 'RECICLE.BIN'

Have you read 'man vfs_recycle' ?

Can you post your entire smb.conf ?
posting parts of it does not help, also just post what is on disk i.e.
the output of 'cat /path/to/your/smb.conf'
