Which locale have you installed on both systems?

An old debian with samba-3.6.3:
$ locale -a
C
de_DE
de_DE@euro
de_DE.iso88591
de_DE.iso885915@euro
de_DE.utf8
deutsch
en_US
en_US.iso88591
en_US.iso885915
en_US.utf8
german
POSIX

A new Debian with samba 4.7.4:
$ locale -a
C
C.UTF-8
de_DE.utf8
POSIX
