I seem to remember a change being made in this area, it was just a guess
before.

The two ranges must not overlap, yours are identical.
Is this the entire smb.conf ?

I would expect it to look like this:

[libdefaults]
	default_realm = LOCAL.COM
	dns_lookup_realm = false
	dns_lookup_kdc = true
