Try right-clicking the folder, then choose "Properties".  On the
"General" tab you should see an option:

  [x] When getting new messages for this account, always check this folder

Make sure it's checked.

For the option text, that setting should have appeared in my searches. Engines should still be learning that result's correctness. But the mention of only "bulk" or "spam", and not folder, may make a bit harder to dismiss bad results.


I have another mail account where all folders are inbox subfolders
(and I did not create folders outside inbox, which should be
possible). In this account, the folder used by TB for bulk has its
message count updated everytime I unfold the folder list in TB left
panel. This is just a reference to compare to my problem, I never saw
this in other accounts my whole life.

And I have enabled that option for all my bulk mail folders that may have new messages put in them by the server, instead of my TB installs.
