That's not a standard. It's a US convention, and IMO a bad one. Some
older UK citizens also use it, but the UK standard is either
dd/mm/yy[yy], or yyyy/mm/dd, the international standard. Unfortunately,
Canada, as usual is caught in the middle, but it's slowly converting to
the international standard.
