It wouldn't; see my earlier reply to Eli's post, (which was sent at 
almost the same time as yours).

Or simply doesn't install it, in the first place.  It isn't included 
in the standard mingwrt development kit; it requires an explicit user 
choice to install the auxiliary libmingwex development kit.  This is 
entirely optional, and without it, static libmingwex.a will be used.

Installing $MINGW_ROOT/bin/libmingwex-0.dll, to support applications 
which require it, is orthogonal to making it the default for end user 
built applications.
