Your MinGW installation seems to be broken. stdarg.h comes with GCC,
and should be in lib/gcc/mingw32/5.3.0/include/ (assuming your GCC is
version 5.3.0, the latest).
 
Its there, 4.9.3, but the git Makefile from ./configure can't find it.
