If it is in a shell, it is normal. You have to export the variables or 
use them in the same line:
export SHORTOPTS="hbvlor:"
export ONGOPTS="help,broadband,verbose,version,local,online,repository:"

And short options should follow the -o parameter:
getopt -ou "$SHORTOPTS"  "$LONGOPTS" "$@"
