Perhaps because old Ubuntu releases without systemd are still available
and maybe it's even not part of the Ubuntu live media that use systemd,
since systemd is split into tons of packages.

If using a live media instead of recovery mode, you might need to
follow the chroot instructions provided by the link, assuming
systemd-nspawn shouldn't be included to the live media.
I used the live dvd of Kubuntu 16.04 64Bt but I got to everywhere the from the high 80%
to 90% this last time. then it would go to text. kububuntu 16.04 tty1.
