That would be the list administrator, whose email address is shown in
the footer of all pages about that mailing list by Mailman:
kfm-devel list run by frank78ac at googlemail.com
Sysadmin of course has overriding access if need be.
In regards to Dolphin's Phabricator project, it's the responsibility
of those involved with Dolphin to ensure it's project is setup to help
people find their way to the various things people will need to get
involved. KDE Connect is a reasonable example of what is possible -
