Starting at .91/.92 permits a maximum of 2.5 years to reach 4.0, if the
numbers are kept in the 90's (otherwise it gets ugly with 3.100, 3.102,
etc).

Starting at .89/.90 would allow 3 years (2-3 years is what the
announcement says).
