No, this shouldn't be using apache at all. But...

The problem is that you're setting the environment now for "yes". You'd
need:

  yes | tr "y" "\\0" | env \
    CONTENT_TYPE=... \
    REQUEST_METHOD=POST \
    ...etc...
    git http-backend
