Not a problem for me:
$ echo $PATH
/usr/bin

$ cmd /c "C:\Program Files\Internet Explorer\iexplore.exe"
"https://www.google.com";
-bash: cmd: command not found

$ cygstart "C:\Program Files\Internet Explorer\iexplore.exe"
"https://www.google.com";
  -- starts IE & loads www.google.com

What happens if you do
"C:\Program Files\Internet Explorer\iexplore.exe" "https://www.google.com";
in a dos window?
