I'm using -P option line this:
setup-x86_64_2.893.exe -v -d -N -n -D -B -g -A -a x86_64 -p

Delete the spaces. The packages should be separated only by commas.
Alternatively, delete the commas and use a separate -P for each package.
Yeah, those are the only forms which are correctly handled at the currently.
I think that perhaps setup -P "a2ps , attr" should work, but doesn't,
which could be considered a bug...
