tar 1.29 regression, duplicating files with -T and --no-recursion

If I downgrade to tar 1.28, I instead get

$ tar -tf test.tar.gz
tartest/
tartest/filelist.txt

$ ls -al test.tar.gz
-rw-r--r-- 1 Tony None 177 Mar  7 15:38 test.tar.gz



... though I just checked in a docker container of Debian unstable which
has tar 1.29 and I see the same issue, so this isn't cygwin-specific
and maybe I should report it upstream.
